What is a New Town?

The Government’s New Towns Programme aims to deliver a new generation of sustainable, planned communities. Each New Town will:

Provide a mix of homes, jobs, schools and services

Be designed around sustainable transport and green spaces

Use modern construction and technology

Be locally led, with strong community engagement

Adlington is one of 12 locations identified by the New Towns Taskforce as having potential to contribute to this national effort. The Government is currently reviewing the Taskforce’s report and a decision is expected in spring 2026.

This crisis is not just national, it’s local to Cheshire East:

  • For every eight rural homes sold under the ‘right to buy’ scheme, only one replacement home is being built, contributing to the loss of 165,000 social homes between 2013 and 2019. (CPRE data, 2021)
  • In 2024, Cheshire East had the third highest average house price in the North West (Cheshire East Housing Strategy 2025 – 2028) – pushing younger people and those on lower incomes, including key workers, out of the area.
  • Many people in Cheshire East are paying up to eight times their income to purchase a home – when established guidance says it is only affordable to buy at 3.5 times your income.
  • According to Council data, there are over 12,000 people registered for social housing on Cheshire Homechoice, of which just under 3,000 are high priority cases.
  • In Cheshire East, 21 households are currently living in Temporary Accommodation – inadequate, short term, chaotic homes. Stockport has 119, High Peak has 13, Warrington has 69, Trafford has 154 and Manchester has 2,091.
